How do I connect to a new APN network?

My tab does not want to connect to a network or atleast mobile data it keeps on saying unable to connect even though I switched it on mobile data.

Question

Why is my device not Downloading ?

I Have the Samsung GTP5200
I have always been able to download movies and items. Now it goes through the whole process bringing up the download tab. I tap on that and it says downloading but nothing happens.

I have updated all software. I have over 10 Gigs space free so I just do not know what to do. Please assist.
